I think that saying was meant for show business, but it applies to almost everyone. Rain or shine people who work outdoors for a living have to keep on going and get the job done.
On the other hand, bad weather can come up suddenly while your out enjoying yourself as well. Horseback riding is the first thing that comes to mind for me because that is one thing I know about first hand. I've spent many hours and days on a horse at rodeos and on trail rides. In the western world, you don't just get to pull up and run for cover. You come prepared so I have always kept a rain slicker handy.

Everyday Uses For Rain Slickers
I like the Saddle Slicker type rain coat primarily for the overall coverage it provides.
When you are on a horse, the snaps down the back can be opened so that it goes over the back of your saddle and keeps your saddle seat from getting wet and it then spreads out to cover your legs.
Most slickers of this types are cut a little larger so you still have room for a coat or jacket on underneath them. That is most valuable on cold and rainy days.
